POLICY DOCUMENT OF ANTI RAGGING COMMITTEE
Ragging is banned in the campus and anyone found guilty of ragging and/or abetting ragging is liable to be punished as it is a criminal offense as per the Karnataka Educational Act 1983 and the Honourable Supreme Court of India. MMK & SDM MMV ensures strict compliance on the prevention of Ragging in any form.
Aim
To generate an atmosphere of discipline by sending a clear message that no act of ragging will be entertained within the college premises.
Objectives
- To give awareness to the students, of the dehumanizing effect of ragging inherent in its perversity.
- To promptly and stringently deal with the incidents of ragging brought to our notice.
- To generate an atmosphere of discipline by sending a clear message that no act of ragging shall be tolerated and any act of ragging shall not go unnoticed and unpunished.
- To create the awareness among the students, of dehumanizing effects of ragging inherent in its perversity.
- To keep a continuous watch and vigilance over ragging so as to prevent its occurrence and recurrence.
Duties and Responsibilities
- To ensure compliance with the provision of UGC regulation at the institute level.
- To monitor and oversee the performance of the anti-ragging squad in prevention of ragging in the institution.
- The Monitoring of Anti Ragging is done by the committee and if it is necessary, an Anti-Ragging Squad will be formed.
- The functions of Anti-Ragging Squad will be to keep a vigil and stop the incidences of Ragging, if any, happening / reported in the places of Student aggregation including, Classrooms, Canteens, Buses, Grounds, Hostels etc.
- The Squad will also educate the students at large by adopting various means about the menace of Ragging and related Punishments there too.
- A gamut of positive reinforcement activities are adopted by Anti-Ragging Squad for orienting students and molding their personality for a better cause. They shall work in the Consonance and Guidance of the Anti Ragging Committee.
Functions
- Meet periodically to discuss important matters, incidences and UGC guidelines on anti-ragging.
- Act as a mediator between the Anti-ragging squad, administration and the students.
- Prevent incidence of ragging.
- Educate students on the negativity of ragging and inculcate good values which help them refrain from such acts.
- Monitor anti – ragging activities in the Institution.
- To help maintain the ethos of the Institution – Ragging free campus.
- Meet students in the students’ assembly and brief them about the Institution’s stand about ragging.
- Organizing programmes to create awareness.
- To disseminate information on Anti ragging rules & regulations.
- Give heed to the recommendations of the Anti-ragging Squad in the right perspective.
Prohibitive measures taken up
The following measures are an integral part of the administrative mechanism where Management, teaching and supportive staff, seniors and fresher’s - have roles to play. The measures include the following:
- Declaring the Institution as the “Ragging free campus”: public declaration of intent in visual, print and other media.
- Adequate impetus given through hoardings/ billboards kept at vantage points and through websites.
- General awareness created through orientation programs for parents/ freshers.
- All the students are informed about the consequence and disciplinary procedure to be followed by the authorities and no excuse is given.
- The classroom of the freshmen that are the first year’s students will be located on a separate floor.
- A staff room is located on each floor so as to monitor student’s discipline.
- Students are not allowed to enter other classrooms and if any announcements have to be made it should be made in the presence of a teacher.
- Teachers will be present while conducting any extra-curricular or co-curricular activities.
- All the class advisors have been given the special responsibility of maintaining discipline.
- All the other teachers also have to be alert and bring to the notice of the class disciplinary committee if there are any problems.
- Class rooms are locked after the class hours and movements of the students in the public areas are also observed.
- During the lunch break and before the class commences in the morning, the Discipline Committee and Physical Director is given the responsibility of maintaining discipline.
- If any misbehavior is reported then such students will be warned in the presence of their parents.
- The Principal goes on frequent rounds to ensure the discipline of the students.
- All the staff members are expected to stay back whenever there are students’ activities like management fest, etc.
- Frequent announcements are made by the Principal about the consequences they have to face if they indulge in ragging. Hoardings and other literature etc., displayed on notice boards.
- A suggestion box is kept where students can freely express their problems and grievances.
- The class advisor of the first year will take special care and students can approach them if they face any problem.
- In the orientation programme conducted for the first year, the Principal addresses the students and assures a healthy environment and will brief them about the avenues available to discuss any problem that they face in the campus.
- All the students will have direct access to the Principal and the coordinator to discuss their problems.
Administrative action in the event of ragging
The institution shall punish a student found guilty of ragging after following the procedure and in the manner prescribed herein under:
- The Anti-Ragging Committee of the institution shall take an appropriate decision, in regard to punishment or otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging established in the recommendations of the Anti-Ragging Squad.
- The Anti-Ragging Committee may, depending on the nature and gravity of the guilt established by the Anti-Ragging Squad, award, to those found guilty, one or more of the following punishments, namely;
Suspension from attending classes and academic privileges.
b) Withholding/ withdrawing scholarship/ fellowship and other benefits.
c) Debarring from appearing in any test/ examination or other evaluation process.
d) Withholding results.
e) Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.
f) Suspension/ expulsion from the hostel.
g) Cancellation of admission.
h) Rustication from the institution for a period ranging from one to four semesters.
i) Expulsion from the institution and consequent debarring from admission to any other institution for a specified period.
j) Fine up to Rs.25000/-
